  • In-person identity verification will be required for certain services unless you're able to complete them through a verified online account. 
  • More restricted access to benefit changes (e.g., updating bank info for direct deposit) unless you go through identity proofing. 
  • Phone access remains available for SSDI, Medicare, or SSI claims—but only if online verification isn’t possible. 

Who Is Affected by This Change? 

The rule may affects individuals who: 

  • Are applying for Retirement, Survivors, or Auxiliary (spouse/child) benefits. 
  • Need to update personal or banking information but cannot access the online “my Social Security” portal. 
  • Have not verified their identity through the existing online system and need to make changes or access services that require stronger authentication. 

However, beneficiaries applying for Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI) may still complete many actions over the phone if they do not have access to a verified online account.
